PROBLEM TO BE SOLVED: To provide a high-accuracy decoder capable of converting output waveform signals outputted from a single-system output signal line into a plurality of digital output signals wherein a phase shift and a noise pulse have been inhibited. SOLUTION: In this decoder, a threshold level (1) by a first threshold level signal generated by a reference voltage generating section 10 and a threshold level (2)-1 by a second threshold level signal within a range of intersecting with steps P13 and P12 of step-like waveforms S13 and S12 corresponding to the threshold levels (1) and (2)-1, respectively, get closer to each other compared with the center level of the step of each of the step-like waveforms S13 and S12. As a result, the phase shift at an intersection point of each of the threshold levels (1) and (2)-1 to be generated due to a through rate at the stepped section of each step-like waveform with the stepped section of each step-like waveform can be reduced, thereby restraining first and second comparison output signals (A) and (B) by comparators 1 and 2 from being phase-shifted due to the through rate.
