An energy-saving fluorescent lamp apparatus comprises: an oscillating capacitor, which is set at a power source input and is connected in parallel with a cathode input of a fluorescent lamp; the fluorescent lamp, whose cathode input is connected in parallel with the oscillating capacitor and whose cathode output is connected in parallel with a preheating start-up switch group; the preheating start-up switch group, which is connected in parallel with the cathode output and is connected in series with a capacitor, wherein the preheating start-up switch group comprises a glow discharge switch and a normally closed vacuum delay switch with a heating body.
