<P>PROBLEM TO BE SOLVED: To provide a cleaning device, a process cartridge, and an image forming apparatus in which noise is reduced by canceling vibrations by applying reverse-phase vibrations to one another in order to reduce vibrations caused by contact of an image carrier with a blade member in removing residual toner on the image carrier. <P>SOLUTION: Vibration detected by a vibration detecting part 20 is obtained as the voltage data at the vibration detecting part 20. Discretization of the data is executed by an A/D conversion part 21. Thereafter, frequency, amplitude, and phase data are calculated by an arithmetic operation part 22. Further, using the same data, a piezoelectric element 12 is driven while making the reverse phase vibration a feedback by control algorithm so that the vibration of the blade becomes a target state.
