<p><P>PROBLEM TO BE SOLVED: To provide an IC card of low environmental load using a plant raw material plastic as a main material, and using a nonbiodegradable plastic in combination therewith. <P>SOLUTION: An antenna coil 4 is formed in a nonbiodegradable and insulating resin sheet, noncontact IC chips 2 are mounted in both end parts of the antenna coil, to serve as an antenna sheet 12, the antenna sheet 12 is laid in the substantially center layer of the card, one layer or a plurality of layers of plant raw material plastic sheets 14a-16a, 14b-16b is laminated on both faces of the antenna sheet 12 via adhesive sheets 13a, 13b, and transparent oversheets 17a, 17b comprising a nonbiodegradable resin sheet are laminated on the surfacemost reverse face of the card, in the IC card 1A using the plant raw material plastic.
