<P>PROBLEM TO BE SOLVED: To optimize data mapping of a balance code conversion table so that calculation of LLR (Log Likelihood Ratio) in which likelihood of each bit is reflected more appropriately is performed, in the case of adopting LDPC (Low Density Parity Check) to a hologram recording and reproducing system. Ž<P>SOLUTION: When a recording modulation code is obtained by performing LDPC encoding and balance encoding in which a data column passed through the LDPC encoding is input as encoding object data and (k) bits of encoding object data is converted to a balance code constituted of block data of (m) bits, balance encoding of the encoding object data is performed by using mapped data conversion table so that the group of the data pattern of the (k) bits in which hamming distance is 1 corresponds to a group of block data in which hamming distance is 2.
