<P>PROBLEM TO BE SOLVED: To provide a display device capable of suppressing ripples without exerting influence on start-up time, and to provide an electronic apparatus. Ž<P>SOLUTION: In a liquid crystal potential fluctuation preventing circuit 130, the sizes of a first capacitor C120-1 and a second capacitor C120-2 which are smoothing capacitors are reduced by switching in a start-up period, and the sizes are increased in a normal state. Since variation in the potential may be generated by simply performing the switching in the liquid crystal potential fluctuation preventing circuit 130 and a problem may be generated in image display, the second capacitor C120-2 is precharged as a presmoothing capacitor. Consequently, not only both black luminance and white luminance can be optimized, but also the occurrence of flickers can be suppressed and a center value of a common voltage signal can be prevented from being shifted from an optimum value due to use of the display device.
