PROBLEM TO BE SOLVED: To provide a steel for carburizing which, even when undergoing carburizing treatment at high temperature of 950 to 1,050°C effectively suppresses the coarsening of crystal grains causing heat treatment strain while securing internal strength and toughness. SOLUTION: The steel for high temperature carburizing is obtained by applying working to a steel having a componential composition comprising, by mass%, 0.1 to 0.4% C, 0.01 to 1.2% Si, 0.01 to 2.0% Mn, 0.01 to 0.05% Al and 0.005 to 0.02% N, and the balance Fe with inevitable impurities. In the steel for high temperature carburizing, in the distribution of strain introduced by the working, the maximum value of shear strain energy is 300 to 1,000 N*mm, and also, the maximum value of a shear strain gradient is 0.2 to 0.8/mm.
