PROBLEM TO BE SOLVED: To supply stable power voltage without dropping efficiency of power generation while allowing a battery of a different type to be used. SOLUTION: At the time of low output by inverters 28 and 29, a transistor 31 is turned on, a transistor 32 is turned off and a transistor 17 is turned off. Here, a capacitor 34 charges the differential voltage between a reference voltage generating section 25 and a reference voltage regulator 35. At a high output by the inverters 28 and 29, the transistor 31 is turned off, and the transistor 32 is turned on. An inverter 30 becomes low in the output, the capacitor 34 cannot be discharged by a diode 35a, and the gate of a transistor 33 is set at a negative potential. The transistor 33 is turned on, and the transistor 17 is also turned on. A full negative voltage is applied to the drain of the transistor 33 from an output terminal OUT7.
