PURPOSE: An electric arc reaction device, an electrode bar assembly for the same and a method for generating hot water or vapor using the same are provided to improve the energy efficiency of the device by generating electric arc in ion aqueous solution. CONSTITUTION: A reaction tank(11) includes internal space. An aqueous solution(14) is stored in the reaction tank. A plug is combined to the reaction tank and includes a through part. A plurality of electrode rods(12) is installed by passing through the reaction tank in order to generate electric arc in the aqueous solution. The electrode rods which are spaced apart from each other are emerged in the aqueous solution.
