<P>PROBLEM TO BE SOLVED: To provide an illuminating device, an image reading apparatus and an image forming apparatus, which can improve a light quantity of light illuminating an object from a light emitting surface of a light guide member. <P>SOLUTION: The illuminating device 210 provided in the image reading apparatus 100 and the image forming apparatus D includes light source portions 211a', 211b' on one side, light source portions 211a", 211b" on the other side, and light guide members 213a, 213b in a long shape having light transparency.
