PROBLEM TO BE SOLVED: To provide a charging member appropriate for extension in service life, increase in speed, and improvement in image quality. SOLUTION: This charging roller abuts on an image carrier and charges the surface of the image carrier. The charging roller includes a core metal, an elastic layer disposed on the core metal, and a surface layer disposed on the elastic layer. The surface layer contains a binder and resin particles and graphite particles dispersed in the binder, and has projections originating in the resin particles and projections originating in the graphite particles. The projections originating in the graphite particles where the distance between the tops of the projections originating in the graphite particles and the plane including three tops of the projections originating in the resin particles adjacent to the tops of the projection originating in the graphite particles is positive occupy 80% of the total of the projections originating in the graphite particles.
