<P>PROBLEM TO BE SOLVED: To provide a monitoring system which does not lower an effect of monitoring reducing data capacity to save image data for photographing the inside of a monitoring area by an image photographing apparatus. Ž<P>SOLUTION: The monitoring system includes the image photographing apparatus to photograph the inside of the monitoring area, an image photographing controller to control the image photographing apparatus, and a storage device to store photographed image data of an image photographed by the image photographing apparatus. The image photographing controller has a means to store information related to monitoring enhancing object goods which become an object to enhance the monitoring, a means to detect using the stored information whether the monitoring enhancing object goods are shown in the image of the photographed image data or not, and a means to enhance the photographing by the image photographing apparatus when it is determined that the monitoring enhancing object goods are shown.
