<P>PROBLEM TO BE SOLVED: To manage a policy for expressing use restriction on a document. <P>SOLUTION: A label holding part 100 of a policy server 10 stores information about a label added to the policy. A policy registration part 150 receives designation of a label to be added to the policy and setting information indicating a content of the policy and registers a record of the policy including a label ID of the designated label and a policy ID newly generated to the policy holding part 110.
