PROBLEM TO BE SOLVED: To provide a method of advantageously manufacturing a charging roll exhibiting excellent durability. SOLUTION: The method includes: a step of preparing a rubber tube made of ion conductive rubber material, vulcanizing the same under a predetermined condition to form a semi-cure rubber tube, and subsequently disposing the semi-cure rubber tube in a molding cavity of a mold; a step of concentrically disposing a shaft in the molding cavity to fill a gap formed between the shaft and the semi-cure rubber tube with unvulcanized non-foam rubber material to thereby form a roll precursor having an unvulcanized rubber layer made of non-foam rubber material giving a non-foam elastic layer 14 in the periphery of the shaft and having a semi-cure rubber layer made of the semi-cure rubber tube giving a resistance adjusting layer 16 on the outside thereof; and a step of subsequently vulcanizing the roll precursor to complete vulcanization of the unvulcanized rubber layer and the semi-cure rubber layer to thereby form a non-foam elastic layer and a resistance adjusting layer.
