PROBLEM TO BE SOLVED: To provide a device for attaching/detaching a pipe connecting member that allows attachment/detachment of a pipe connecting member and removes the remaining packing adhered to a flange on the side of a communication part after removing the existing packing without releasing the flange on the side of the communication part while allowing an existing fluid conduit to be in a constant flow state, and a method for the same. SOLUTION: The device comprises a valve body 4 and a mounting member 5. The valve body is inserted into a gap 25 after forming the gap between opposing faces of a pair of flanges F1, F2 so as to hermetically seal a communication part B. The mounting member includes a valve-body storage part 13 for storing the valve body 4 while allowing the valve body to be operable from the outside. The mounting member is mounted to the pair of flanges F1, F2 in a sealed manner so as to form the gap 25 between the pair of flanges. The mounting member 5 includes a peeling-off member 17 that is inserted into the gap 25 between the pair of flanges F1, F2 so as to be operable from the outside and to peel off the remaining packing P' adhered to the flange F1 on the side of the communication part B. The peeling-off member 17 peels off the remaining packing P' adhered to the flange F1 on the side of the communication part B before the valve body 4 hermetically seals the communication part B.
