<p><P>PROBLEM TO BE SOLVED: To provide a video signal processing apparatus that more appropriately achieves higher image resolution. <P>SOLUTION: In a first higher resolution process, a motion search is performed on an input video image to calculate a motion vector and a higher resolution image is generated by super resolution processing using a plurality of images included in the input video image. In a second higher resolution process, a higher resolution image is generated, temporally preceding to the image subjected to higher resolution processing, while using the image whose resolution is made higher by the first higher resolution process and the motion vector.
