The in-screen prediction signal generation method decision unit (105) derives from a plurality of first prediction methods, anadjacent region prediction method for generating an in-screen prediction signal having a high correlation with a pixel signal in an adjacent region by using a pixel group in the vicinity of a target region and predicts a target region prediction method for the target pixel signal in accordance with the derived adjacent region prediction method.
