PROBLEM TO BE SOLVED: To provide an ozone generating electrode capable of obtaining high concentration ozone water by releasing bubbles from the vicinity of the electrode before the bubbles grow large. SOLUTION: The ozone generating electrode is obtained by anodically polarizing an electrode substrate material such as titanium in a lead oxide saturated NaOH solution to electrodepositα-lead dioxide after alkali-greasing, fluoronitric acid cleaning and washing the electrode substrate material and after washing, successively performing anodic polarization electrolyzation to the substrate material in a bivalent lead nitride aqueous solution (30%) containing silica gel fine particles to electrodeposition-form a composite film comprisingβ-lead dioxide and silica gel fine particle.
