<P>PROBLEM TO BE SOLVED: To provide a desired lens characteristic, by restraining aberration as a lens, by reducing a difference in a refractive index by a place of a liquid crystal layer, in a liquid crystal lens having a Fresnel lens surface on a transparent substrate. Ž<P>SOLUTION: This liquid crystal lens 1 has a constitution of sandwiching the liquid crystal layer 5 of a high polymer dispersion liquid crystal by a first transparent substrate 11 and a second transparent substrate 12. The first and second transparent substrates 11 and 12 are respectively formed with Fresnel lens structures 21 and 22 having a Fresnel lens surface in the shape of connecting the respective lens surfaces (a divided lens surface) divided in a concentric circle shape via a step height. The first transparent substrate 11 forms a first electrode 31 between the transparent substrate and the Fresnel lens structure 21 by a transparent electrode material.
