PROBLEM TO BE SOLVED: To provide a gas and liquid separation membrane having a high separation coefficient and a high permeability rate in gas permeation and liquid permeation compared with a separation membrane having a carbon membrane obtained by carbonizing a synthetic resin. SOLUTION: An inorganic porous support medium is coated with wood tar by immersion in the wood tar or the like to coat a porous support with wood tar, and then dried at a suitable temperature to remove a solvent to form a precursor. The obtained wood tar membrane on the porous support medium is carbonized at 400-1,000°C under a nonoxidizing atmosphere to obtain the separation membrane of a sharp pore diameter distribution having a thickness of the carbon membrane of 0.05μm-5 mm and a micropore diameter of 2 nm or less.
