PROBLEM TO BE SOLVED: To provide an electric heater for a vehicle having increased heating efficiency. SOLUTION: An electric heating pad 1 includes a heating element 2, a high heat radiating body 3, a low heat radiating body 4, and a plurality of fixing means 6. The high heat radiating body 3 uses a material having a higher thermal emissivity than the low heat radiating body 4. The surface 31 of the high heat radiating body faces the inside I of a cabin. The low heat radiating body 4 uses a material having a lower thermal emissivity than the high heat radiating body 3. The surface 41 of the low heat radiating body is secured to the peripheral edge part 33 of the high heat radiating body 3 bent to the rear surface side of the heating element 2. The fixing means 6 are attached to the rear surface of the low heat radiating body 4 at predetermined positions through a low heat conducting material 5.
