A method of manufacturing a foam sheet is provided to manufacture a post-processed foam sheet en bloc, solve non-uniformity of the foam sheet, reduce the installation space of the apparatus, impart flame retardancy to the foam sheet, and directly emboss the foam sheet. A method of manufacturing a foam sheet comprises: a step(S1) of sequentially injecting a base resin and additives including a foaming agent into a kneader and kneading the base resin and additives to form a blend; a step(S2) of transferring the blend to an extruder and extrusion-molding the blend through the extruder to primarily manufacture a solid sheet; a step of applying heat of a predetermined temperature to the solid sheet to foam the solid sheet; a cooling step of cooling the foam sheet; a surface treatment step(S5) of subjecting the foam sheet to a surface treatment process by coating a flame retardant on the foam sheet; a step(S6) of bonding a coating paper to the sheet to laminate the coating paper with the sheet; and a sheet cutting step(S7) of cutting the coating paper-bonded sheet to form a plate-like sheet.
