PROBLEM TO BE SOLVED: To provide a heat exchanger for cooling exhaust gas capable of preventing clogging, having superior heat exchange performance, and capable of making compact a heat exchanger carrying out heat exchange between a cooling fluid and exhaust gas generated by the combustion of an internal combustion engine. SOLUTION: The heat exchanger carries out heat exchange between the cooling fluid and the exhaust gas generated by the combustion of the internal combustion engine. In flat tube 2 passing the exhaust gas, a fin with better heat exchange performance than that of a fin installed in an exhaust gas outflow side is arranged in an exhaust gas inflow side, and the fin hardly adhered by soot due to the exhaust gas more than the fin arranged in the exhaust gas inflow side is arranged in the exhaust gas outflow side.
