PROBLEM TO BE SOLVED: To enable a mobile station UE operating in a first network operation mode to carry out location registration processing and service-related processing to a second switching station MSC/VLR which can originally be accessed when congestion or a fault occurs at a first switching station SGSN. SOLUTION: The mobile station UE carries out location registration processing to both a first switching station SGSN and a second switching station MSC/VLR by transmitting a first location registration related signal when operating in a first network operation mode. The mobile station UE carries out the location registration processing to the second switching station MSC/VLR without involving the first switching station SGSN by transmitting a second location registration related signal when receiving an access control signal to the first switching station SGSN even if operating in the first network operation mode.
