PROBLEM TO BE SOLVED: To improve productivity of recording disks and to reduce a manufacturing cost. SOLUTION: The control device 100 controls a disk issuing device 1 provided with a third stacker 50 freely removable from a device main body 10, an auto-loader 60, a disk holding detecting sensor detecting whether holding of a recording disk by the auto-loader is released or not and outputting it as a release detecting signal, and a stacker state detecting sensor detecting whether the third stacker is removed from the device main body and outputting it as a removal detecting signal, and receives a release detecting signal and a removal detecting signal. The device is provided with a timer part starting measurement of time when it is detected that holding of the recording disk by the auto-loader is released based on the input releasing detecting signal, when removal of the third stacker is detected based on the input removal detecting signal, a display panel 70 is informed thereof before a prescribed time is measured by the timer part.
