The controller has two transistors (T1, T2) switching two voltage supply units (U1, U2) of respective electrical loads (V1, V2), where transistor is designed as bipolar transistor or FET and the electrical load is a heating element of a seat of a vehicle or a heating element for heating neck of a passenger. A relay (Rel1, Rel2) is triggered during malfunction of the respective transistors, and generates an electrical short-circuit in the voltage supply units. A fuse element is provided for interrupting the voltage supply units during short-circuit.
