PROBLEM TO BE SOLVED: To control an exposure without receiving influence of restriction by a diaphragm mechanism. SOLUTION: A diaphragm control value variable range WI corresponding to a value of a diaphragm control value Ic is set so as not to cause a response delay and a noise sound of a diaphragm. In the diaphragm control value variable range WI set in response to a present value VI of the diaphragm control value Ic, the exposure is controlled by being fixed in a state of being offset by a valueαin the gain reducing direction more than a present value VG of a gain control value Gc. When falling wide of the diaphragm control value variable range WI, a program chart K is generated for controlling the exposure by fixing the diaphragm control value Ic to a limit of the diaphragm control value variable range WI, and the diaphragm control value Ic and the gain control value Gc are updated so as to become a proper exposure based on the program chart K. When the other control value except for one control value is not a limit of a preset range in the proper exposure, generation of the program chart and updating of the control value are repeated until the other control value except for one control value becomes the limit of the preset range in the proper exposure.
