<P>PROBLEM TO BE SOLVED: To reproduce each tag in an appropriate position depending on the purpose of each tag, while always maintaining a visual relationship between the tag and the subject of commenting regardless of the layout of a document display screen. <P>SOLUTION: A tag control device C200 creates tag data C102 such that either document data C100 or a tagged part in a document screen C300 is set as attribute information, and adds the tag data C102 to the document data C100.
