A method of manufacturing coagulant for processing acid waste water is provided to reduce a second environmental contamination generated by dumping or padding sludge in sea by replacing insufficient resources and reducing sludge generation quantity. A method of manufacturing coagulant for processing acid waste water comprises steps of: (S1) removing foreign materials including metal pieces mixed into paper sludge incinerate material; and (S2) mixing strong alkali powder and the paper sludge incinerate material powder in which the foreign materials are removed in order to improve coherence and water treatment function. In the mixing step, the paper sludge incinerate material powder in which the foreign materials are removed and the strong alkali powder are mixed to a weight ratio of 60~90:40~10.
