<P>PROBLEM TO BE SOLVED: To improve the responsiveness of a pressure reducing valve, and to increase pressure control precision. <P>SOLUTION: A primary port 15 and a secondary port 16 are formed in a housing 11, and a through-hole 17 is opened/closed by a valve body 21 brought into contact with a valve seat 18, and a spring force to a direction where it is brought into contact with the valve seat 18 is added to the valve body 21 by a valve spring 25. A pressure control diaphragm 27 is mounted on a housing 11 so as to be faced to the valve body 21, and a spring force in a direction where the valve body 21 is opened is energized with a pressure control diaphragm 27 by the pressure control spring 43. A top end face 48 for opening/closing a relief hole 37 is formed, and a stem 45 for transmitting movement toward the valve body 21 of the pressure control diaphragm 27 to the valve body 21 is formed in the valve body 21. A seal diaphragm 49 having a non-linear spring constant forming a diaphragm chamber 32 with the pressure control diaphragm 27 is formed in the stem 45.
