PROBLEM TO BE SOLVED: To provide a soil scattering inhibitor of a greening pallet, forming a film which is excellent in film formation properties and film strength on a soil surface of the greening pallet, preventing scattering of soil of the greening pallet which is constructed on a rooftop or the like, and free from the need of collecting a film after being used because of being easily decomposable by microorganisms. SOLUTION: This soil scattering inhibitor of the greening pallet is made from an aqueous dispersing element which has a film formation temperature of≤90°C, and is obtained by dispersing in water, lactic acid-based resin containing a plasticizer selected from a citric acid derivative-based plasticizer, an ether ester derivative-based plasticizer, a glycerin derivative-based plasticizer, a polyhydroxy carboxylic acid derivative-based plasticizer, adipic acid derivative-based plasticizer, and a phthalic acid derivative-based plasticizer.
