A valve timing adjuster is provided to prevent the generation of hammering noise by limiting the phase of an engine within the target phase range. A valve timing regulator comprises a first rotating body(18) rotating together the drive shaft; a second rotating body(14) rotating together the driven shaft(2); and a supply control element(30) controlling the supply of working oil flowing into an advancing chamber and a retarding chamber. The second rotating body generates torque to the advancing direction or retarding direction when working oil is fed into an advancing chamber or an retarding chamber, thus activating the drive shaft. The supply control element varies torque into cycle of phase reverse to that of the variable torque cycle applied to the driven shaft.
