CONSTITUTION:For example, on the surface of a metal-containing resin layer (A) consisting of 5-60vol% metal powder of Al, etc., and a resin matrix and having a surface resistance of 10<5>-10<14> ohm and a thickness of 5-50 microns, formed a solution flow method, etc., a semiconductive resin layer (B) consisting of a conductive material of carbon black, etc., and a resin matrix and having a surface resistance of 1-10<5> ohm and a thickness of 2-30 microns is formed by a solution flow method, etc. Then, on the layer (B), a metal thin layer (C) having a smaller surface resistance (less than 10<2> ohm) than that of the layer (B) and a thickness of 40-5,000A is formed.
