PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having sufficiently low ESR, high withstand voltage, and small leakage current, and to provide a method of manufacturing the electrolytic capacitor relatively easily. SOLUTION: The electrolytic capacitor includes a capacitor element comprising a positive electrode body having a plurality of pores in the surface, a dielectric film formed on the surface of the positive electrode body, and a negative electrode body formed on the dielectric film. The negative electrode body includes a conductive solid layer, which is a layer containing particles of a conductive solid and is formed using a disperse medium containing particles of a conductive solid and a solvent. The particles of the conductive solid contained in the disperse medium have a first peak and a second peak which satisfy an expression (1)μ<SB>1</SB>>μ<SB>2</SB>in a grain diameter distribution, whereμ<SB>1</SB>andμ<SB>2</SB>are average grain diameters at the respective peaks.
