PROBLEM TO BE SOLVED: To transmit a digital modulation signal and a single sideband wave signal in a transmitter which transmits a signal obtained by modulating a carrier signal. SOLUTION: A transmitter comprises: phase change means 1, 2 for changing the phase of a carrier signal on the basis of a modulation signal constituted of I component and Q component; a plurality of amplifiers A1-A26, B1-B6 for inputting and amplifying a carrier signal with the phase changed by the phase change means; level detection means 3, 4, 5 for detecting the level of the modulation signal; an ON/OFF control means 6 for performing ON/OFF control on each of the plurality of amplifiers on the basis of the level detected by the level detection means; and a synthesis means 7 for synthesizing output signals from the plurality of amplifiers to obtain a signal resulting from modulating the carrier signal.
