An image constituting a video to be processed is divided into a plurality of division areas. A bandwidth to be applied to the division areas is decid ed. A filter coefficient sequence is calculated for realizing the frequency characteristic when the band limit is performed with the decided bandwidth. For each of the division areas, the image data is subjected to filter proces sing by using the filter coefficient sequence. Difference information betwee n the obtained data and the original image data is calculated. According to the obtained result, a distribution coefficient used for deciding an optimal bandwidth is calculated. For each of the division areas, the optimal bandwi dth corresponding to the distribution coefficient is decided. An optimal fil ter coefficient sequence for realizing the frequency characteristic for limi ting the band with the optimal bandwidth is calculated. By using the obtaine d result, image data in the division areas is subjected to filter processing and the data in the respective division areas are integrated.
