<P>PROBLEM TO BE SOLVED: To hold down an initial investment and running cost in an organic waste treatment, and to manufacture at low cost a good dry fermented feed, dry fermented fertilizers and the like from animal and plant residues. <P>SOLUTION: Reservation and deposition are carried out in a fermenter, and the animal and plant residues having fermentation heat are discharged and flied apart together with air into a space inside the fermenter to circulate them repeatedly inside the apparatus, by which an evaporation and transpiration action is efficiently carried out, oxygen necessary for the fermentation is evenly supplied to keep a good fermentation environment.
