The device has a shaft (4) with a bevel (14), where the shaft is arranged within an interior (3) of two circular coils (2.1, 2.2), and is rotatable around its axis (5). Middle point of the coils is provided at a distance from the axis. The connecting lines of the middle points form a rectangular angle with the axis. An electronic circuit is attached at each coil over a connection (6), for measuring inductance of the coils, energy of electromagnetic fields of the coils, performance of resonance circuit or phase angles between current and voltage of the coils.
