PROBLEM TO BE SOLVED: To charge a display medium (particles for display medium) in an easy process, to easily control an area to be filled with the particles for display medium and the amount of particles for display medium filled in a cell, and to sufficiently charge the particles for display medium. SOLUTION: In a manufacturing method for a panel for information display, when particles for display medium are filled in the cell, a screen which is electrically grounded is disposed on partitions in contact above the partitions or apart from the partition, particles for display medium are placed on the screen, and a plate member is moved on the screen in contact with the screen to fill the cell with the particles for display medium while charging the particles for display by friction.
