PROBLEM TO BE SOLVED: To provide an electrically insulating composition that exhibits mechanical strength, heat resistance, oil resistance and low-temperature resistance with a good balance. SOLUTION: The electrically insulating composition comprises 100 pts.wt. of a mixture of a fluororubber and a silicone rubber and, incorporated therewith, 5-20 pts.wt. of a silica powder having an average specific surface area of at least 200 m<SP>2</SP>/g. The electrically insulating composition comprises 100 pts.wt. of a mixture of the fluororubber and the silicone rubber and, incorporated therewith, 5-20 pts.wt. of the silica powder having an average specific surface area of at least 200 m<SP>2</SP>/g, 1-70 pts.wt. of the total of a metal carbonate powder having an average particle size of 0.1-2μm and/or a metal silicate powder, and 1-15 pts.wt. of a zinc oxide powder. The electrically insulating composition comprises a vinylidene fluoride ternary copolymer as the fluororubber.
