PROBLEM TO BE SOLVED: To provide a powder coating composition which is excellent in low-temperature hardenability and can be applied for plastic base materials with low heat-resistance. SOLUTION: The thermosetting powder coating composition contains a filming component that can be crosslinked and hardened by transesterification of a carboxylic ester group with a hydroxy group and a catalyst for transesterification, wherein the above catalyst for transesterification is composed of an organic sulfonate formed of a carboxylic amide and an organic sulfonic acid having a fluorine atom.
