The device uses a U-shaped connecting element with hooked arms formed by a fixing clip (1) with fixing tension screw (11) having a head (13) and long end thread and a fixing nut (12). The fixing clip has a horseshoe shaped open web part which surrounds the fixing screw (11), and two angled arms each with an end hook bending round towards the web part to form an open mouth facing the web part to hold the longitudinal edge bar (4') of the fence panel. The fixing clip can be in one piece bent from circular steel wire and provided with a rust-proof coating.
