PROBLEM TO BE SOLVED: To provide a rim slippage measuring device and a rim slippage measuring method capable of measuring the rim slippage, without coming into contact with a measuring object tire and continuously measuring the rim slippage. SOLUTION: This rim slippage measuring device comprises a tire-testing machine 2 for rotating a tire assembly TR about a tire shaft 21 and applying an impulsive force to the rotating measuring object tire T, a 6-component force meter 3 for detecting the axial variations of the tire shaft 21, a rotational position sensor 4 for detecting the reference rotational position of the tire shaft 21, an axial variation waveform generating section 52c for generating after-impulse tire assembly waveform, based on the detected axial variations that correspond to a single rotation from the reference rotational position of the tire shaft 21, before applying the impulsive force; and based on the detected axial variations corresponding to one rotation from the reference rotational position of the tire shaft 21, after applying before-impulse tire assembly waveform and the impulsive force, and a rim slippage calculating section 52d for calculating the rim slippage, based on the peak position difference between the pre-impulse tire assembly waveform and post-impulse tire assembly waveform.
