<p>With respect to first transmission of Message 3, processing of transmitting UL Scheduling Grant for the re-transmission of Message 3 in the case of NACK and transmitting nothing in the case of ACK is applied instead of transmitting ordinary arrival acknowledgement information, so that HARQ of Message 3 in a random access procedure is efficiently applied with quality assured.</p>
