A releasing complex sheet manufacturing method and an apparatus are provided to produce releasing complex sheets with high tensile strength, tearing strength, and elongation rate by preventing a reinforcing fabric from being damaged by a calendar. A releasing complex sheet manufacturing method comprises a first step for forming a silicone layer on a reinforcing fabric(1) by passing the reinforcing fabric made of glass fiber or carbon fiber, through a storage tank(310) containing silicone rubber solution or liquid silicone(5) and a second step for forming a teflon layer by coating the silicone layer of the reinforcing fabric with teflon resin. A first step comprises the steps of coating the forcing fabric with silicone rubber solution or liquid silicone by passing the reinforcing fabric through the storage tank containing silicone rubber solution or liquid silicone, and adjusting the thickness of the silicone rubber solution or liquid silicone applied on the reinforcing fabric.
