A tetragonal zirconia composite powder is provided to prevent a low-temperature deterioration, to have a tooth color tone, to be usable as a dental material, and to be mass-produced in a simple manner. A tetragonal zirconia composite powder comprises 94.38-96.992mol% of ZrO2, 2.5-3.5mol% of Y2O3, 0.008-0.12mol% of at least one material selected from Fe2O3, Bi2O3, and Nd2O3, and 0.5-2.0mol% of CeO2, or comprises 88-90.92mol% of ZrO2, 5-6mol% of Y2O3, 4-5mol% of Nb2O5 or Ta2O5, 0.008-0.25mol% of at least one material selected from Fe2O3, Bi2O3, and Nd2O3, and 0.072-0.75mol% of CeO2.
