The device is based on the zigzag scanning control unit (100) and the controlled zigzag scanning unit (200). There is also a transform unit (10) producing the discrete cosine transformation for the first of the two units. This first unit also separates the input picture signal into two segments, one with the coefficients and the other without the coefficients. On this basis, the first unit controls the scanning process of the second unit, in such a way that the segments with the coefficients are scanned in a sequence, while the segment without the coefficients is excluded from this sequence of operations. The zigzag scanning unit scans the quantised coefficient in the sequence of the operations, and it has a unit (110) for producing the form masks for the coefficients.
