<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus in which the powder pressure of toner is made constant, torque of the rotating part of a developing section and the condition of toner are kept uniform, and accordingly development image quality is improved, and to provide a process cartridge and an image forming method. <P>SOLUTION: Each of toner cartridges 41 storing the toner is disposed below the corresponding developing section 51. The toner is conveyed from the toner cartridge 41 to the developing section 51. The toner can be conveyed to the developing section by a toner conveying part installed on the side face of the toner cartridge 41. The toner conveying part has a toner conveyance belt 42.
