PROBLEM TO BE SOLVED: To provide a technique for generating a tool reference surface with high accuracy. SOLUTION: In an xyz space, there are provided a grid point group and sphere areas centering on each grid point. A product shape and a tool shape are represented by the grid point group having a boundary surface therebetween passing through each sphere area, and each closest point on the boundary surface corresponding to each grid point. First, interference between the product shape and the tool shape is decided on a grid point level. Next, interference between the product shape and the tool shape is decided by the closest point on the boundary surface.
