PROBLEM TO BE SOLVED: To provide a plant cultivation set enabling expectation of sprouting of seeds and propagation in a short period. SOLUTION: This plant cultivation set is obtained by putting culture soil 2 into a cultivation pot 1 followed by seeding (or planting) seed and seedling 2 thereon, properly performing cultivation management to form a plant root ball 4, drying the root ball 4 followed by withering a plant body on a part above ground, putting the product in a film-like bag container 5, filling culture soil 6a in a gap between the root ball 4 and the internal circumferential wall 5 of the film-like bag container, covering the top surface of the root ball with culture soil 6b followed by closing the opening part of the bag container, and putting the product into a packaging external container 7 followed by closing the opening with a cover 7a.
